English has this verb too: to lisp. Or to lithp, if you are being funny.
The modified [s] is not quite [T], though.

Most languages are dramatically underdescribed, and at least one is
dramatically overdescribed. Still other languages are simultaneously
overdescribed and underdescribed. Welsh pertains to the third category.
