Not at all; it is the Elvish Latin. Sindarin is definitely the lingua
franca, ever since Thingol of Doriath banned the speaking of Quenya
(or Exilic Noldorin, which is a dialect of it) in his realm, and the
Noldor adopted Sindarin for daily use.
