Well, i'm fairly sure that Quenya is still standard Elvish speak, much like
English. They are unlikely to be Avari, these elves are uncommon. If you
mean Moriquendi, then yes. The Avari stayed at Cuvinien and never ventured
beyond the misty mouuntains. Probably not as far as Lotholorien. Doriath
was destroyed at the end of the third age, along with the rest of beleriand.
(One exception: the Hill of Himling, it is on the map as the Isle of
Himring.)
I believe most elves speak Quenya, whatever their heritage.
