No American dialect AFAIK has anything like this: "school" and
"moon" have exactly the same vowel, [u].

Well, it's about as accurate as the claim that people from New York City
say [Tojd] for "third" and ]@:st@] for "oyster". In fact they
say [T@id] and [@jst@]. I OTOH was born outside the NYC isogloss
bundle and say [TR=d] and [OjstR=] (where R= means "syllabic bunched
vowel") like a typical rhotic speaker.
