I think you've hit upon the answer for my question...

OK, I just googled through a few IPA websites, and I think I got the
answer now. The [`] prefix in Ebisedian (diacritic in my LaTeX-ified
orthography) is simply IPA's [_^] diacritic. It all makes sense now:
`u --> [u_^u] = [wu]
`y --> [y_^y] = [jy]
`i --> [i_^i] = [ji]
and therefore, the same must hold for the other vowels:
`w --> [8_^8]
`a --> [a_^a]
and so on.
Cool, I'll have to update my vowel descriptions :-) So basically, _`o'mi_
is pronounced [o_^omi]. (If you must know, it refers to that bluish green
color along the lines of aquamarine/cyan/turqoise. Well, not quite
turqoise; it's a bit greener than that.)
And the plural of _aa'ri_ [a:r`i] ("foreignness", "otherness") is
_`aarii'_ [a_^a:r`i:]. Wow, it sure looks ugly in SAMPA. It'll look much
nicer when typeset with TIPA, I promise! ;-)
Finally, I can represent the three "voicings" of an Ebisedian vowel:
"harsh": ha [ha]
"abrupt": a [?a]
"smooth": `a [a_^a]
