Basically yes. Although I am under the impression when I listen to both sounds
(bless IPA Help :)) ) that [M\] involves a bith more velar constriction than
[w]. It may be due to the fact that the dynamic labial constriction is largely
enough to recognise [w], so the velar constriction is basically static in that
sound, while it has to be dynamic in the production of [M\] (not sure I make
myself clear here. What I mean is that when you pronounce [w], you move the
lips to produce the slight labial constriction, but the velum hardly moves
during the production of the sound. On the other hand, if you produce [M\] you
have to move the velum to produce the slight constriction which alone has to
make the sound recognisable. That's probably why [M\] sounds to my ears so much
like [G] but so little like [w] :))) ).
