That's also a possibility. Since we have never observed language
outside of Human beings, we can only guess. Myself, I tend to go with
the "divine gift" hypothesis. :-)
I think the only way we'll ever have a chance of figuring it out is if
we discover alien species at various levels of development from animals
to sentient beings.
