Hey Roger, you're describing the Canadian French keyboard layout here.
IMHO that has nothing to do with Open Office and I think you'll find nothing about
this in Open Office's FAQ.
There're surely at least 2 keyboard layouts installed on your computer:
US-International and Canadian French.
What's your operating system? Windows? Linux? MacOS?
Which version?
