I don’t know that. Certainly in *some* English dialects it only happens in the coda. In other English dialects, velarisation happens after vowels (regardless of whether it’s in the coda or the onset of the next syllable). And in Scottish English, they are always velarised! And of course, there’s plenty of languages where /5/ contrasts with /L/ or /l/ and can be in any syllable position. -- Tristan.
