By "Western European" Microsoft means Win-1252, which is indeed an upward
compatible extension of Latin-1 (basically, it assigns an assortment of
useful graphic characters in the 80-9F slots, which are extra control
characters in Latin-1).
Here are the Win-1252 characters that are *not* in Latin-1:
