At a given subjective quality level, yes.

I haven't tried the DirectShow filter myself, but that's what
it's intended for.

You can't uninstall Windows Media Player because it is a Windows
component.  If you uninstall RealPlayer, you will no longer be able
to play .ra and .rm files.
