It seems that Dravidian langs can be an example, in terms of history.
That is, Proto-D. had voiced initials opposed to voiceless, which
distinction (partly) remains in certain langs, while the situation observed
in Tamil is secondary.
This is not a widely accepted hypothesis, but looks like a plausible one.
