Someone could sacrifice a *NIX machine (anyone?) connected to the net,
which should have the power to REVIEW the list at any given time with
crontab (every 30 minutes or so). That machine could simply upload the
review list of members to free.fr (or elsewhere), for the PHP script to
use. I think that should work.
