I seem to recall one publ. by (or under auspices of) the Foreign Service-- I
had to look at it in prep for my generals back in late 60s/70s; perhaps it's
the one you're mentioning.
Dave-- 2 suggestions--
1. Isn't Ed Keenan in the Calif. system? It's his specialty IIRC
2. Ditto for Matt Pearson, but I don't know where he is these days. Last at
Reed. Perhaps he finally got that dream-job writing conlangs for the movies.
