In Instant Runoff, if the candidate you supported in an earlier election
makes the runoff, your vote stays the same. Votes only transfer down the
list if the candidate you listed higher doesn't make the runoff.
IRV does have problems, though. Just from a practical standpoint, you
have to keep a copy of each ballot--simple tallying doesn't work. I'm
more of a Condorcet Voting supporter, myself.
