I do not write perfect non-native English*, but I don't see what's so mysterious
about it - why shouldn't sufficient exposture and training not be able to
produce people who write perfect non-native English? Given the variability of
even "good" English, it presents a fairly large target.
* I actually cannot write any language perfectly right now - my Swedish keeps
getting polluted by idiosyncratic anglicisms and germanicisms.
