Indeed. While an engelang may (or may not, depending on its design
goals) need to do away with such kind of ambiguity, natlangs are
fairly tolerant as context provides for disambiguating information
(though especially awkward ambiguities, such as _queen_ vs. _quean_
in Early Modern English, are indeed repaired, usually by dropping
one of the conflicting items from the language), and naturalistic
artlangs should be equally tolerant of them.
