You can download them for the purpose of viewing them. You can't
download them for the purpose of reusing them in a font or elsewhere.
The license under which those fonts were provided to Unicode
by the various foundries that made them provide for limited use,
which doesn't include reuse.
Also they are something like 24 x 24, and that's including the
huge whitespace around them.
