May I recommend keyman, by tavultesoft? Without this dandy keyboard manager
utility, my Maltese project would never have got off the ground. With it,
you can define your own keyboard shortcuts for all those diacritics. The
scripting language is a bit tricky, but I'll have a go at setting something
up for you if you email me with your requirements.
