Oh noez. That's a trowel. I think "some people" need to get out and dig in the dirt a bit more.........:-))))) Anything else is a shovel, including the small plastic toy

Bucket vs. pail used to be a major isolgloss in US dialectology, though I've never been sure how it worked. The 2 were alwys synonymous for me.
