I come across a similar situation with my Mexican parishioners.
I'll receive notes from them with [h] where it doesn't belong &
omitted where it does belong.
Likewise, there is confusion between [y] and [ll] and between [c]
and [z].
This, of course, is not due to any attempts at "posh." I think it
merely reflects a less-than-thorough education.
