Not always: in the idiom 'gallia omnis' for 'Great-Gallia' (of which
'Small-Gallia' is a part of), it is behind the modified.
As in 'Gallia est omnis divisa in partes tres, ...'
And wouldn't one leave out 'est' for more poetic usage?
