[CLBP] Participation agreement

Please let me know (here, offlist, or to the CLBP list) if you have
any comment or suggestion for improvement. I intend to put it up for
vote in a week. Hopefully it is fair, clear, and binding enough to
take care of any possible problems that might arise down the line.

I don't particularly like being legalistic, but it does save on
headaches later and makes sure that if there are any disagreements or
conflicts of assumptions, they get aired and cleared early on, rather
than late enough that they could destroy the project.
