Cool. Obrenje actually has most of these words
already.  =P

 > 1. to think
 > I think about many things.

Obrenje:

    Punce arjeze.
    ['pMns ar'je:Z]
    many muse:1

Note: |Arje-| means "to think about, muse, contemplate".
The meaning "to think that..., believe, have the
opinion that..." is carried by a different verb,
          |qessa-|, or the adverb |qes| "methinks, IMHO".

Jovian:

    Coedo muodis (réis).
    ['kAjdA 'mu@di rej]
    think:1s many:f:OBLp thing:OBLp

 > 2. to plan
 > I plan to go to town today.

Obrenje:

    Ozae kered noka vikkeze.
    [O'za: k@'rEd 'no:ka vik'ke:Z]
    today town:d go:GND plan:1

Jovian:

    Paro vare oeftun hoe.
    ['pa:rA va:r 'aft@n hAj]
    plan:1s go:INF town:ACCs

 > 3. road
 > I will go by the low road.

Obrenje:

    Dunej nom jerze.
    [dM'nej nOm 'jErZ@]
    low:d road travel:FUT:1

Jovian:

    Jo dindrare vijae improri.
    [jA zin'dra:r 'vi:je im'pro:ri]
    FUT:1s travel:INF road:OBLs lower:f:OBLs

 > 4. cloak / coat / culturally acceptable heavy outer garment
 > I took my warmest cloak.

Obrenje:

 > 5. to stumble
 > I stumbled on the road.

Obrenje:

 > 6. wind
 > The wind was fierce.

Obrenje:

    Uq pelev u orosni.
    [MN p@'lEv M O'rOsni]
    be:LIQ:3e wind:d PRE wild

Note: Ironically, |orosni| is derived from |oros|
"storm", which should have been used instead
of |pelve| "wind" in the first place. :-P
I have to coin more words for "wild"...

Jovian:

    Vindu era feru.
    [vindz 'e:r@ 'fe:r@]
    wind:NOMs be:PST:3s wild:m:NOMs

Note: The [z] comes from the Resistance sandhi, a
residual of the Latin -us ending.

 > 7. to snap
 > It snapped my cloak.

Obrenje:

    Kruke i xim dowma.
    [kru:k i zin 'dowma]
    break:3i OBJ POS:1 coat

Note: I'm not sure whether I've understood your
sentence correctly. This use of "snap" sounds
          weird to my (non-native) ears.

Jovian:

    Xindiva miun paellun.
    [Sin'di:v@ mim 'bEll@n]
    tear:PST:3s my:n:ACCs coat:ACCs

 > 8. to freeze
 > My ears are freezing.

Obrenje:

    Ze sytoq gwae.
    [Z@ Sy'tON gwa:]
    PER:1:OBJ freeze:LIQ:3e ear:d

Note: The meaning of the objective case here is the
dative, not a direction... not "The ears freeze
at me", but "To me (it happens that) the ears
          freeze".

Jovian:

    Miae ores jeilen.
    [mi 'o:r@z 'jejl@n]
    my:f:NOMp ear:NOMp freeze:3p

 > 9. ice
 > I think they have become ice.

Obrenje:

Jovian:

Obrenje:

    [miv'va:Z i nOmm@'da: muj ky:l pOn]
arrive:1 OBJ inn:d as half dead

    Note: |Nommeda| literally means "roadhome".
