There is one. Or was. Or at least I used to know of one. It was a research
tool that had speech-to-IPA and IPA-to-speech, at least in theory. The
software as it was needed "customisation" to the particular environment in
which it was used, which ammounted to a non-trivial programming effort,
thus I kinda gave up on it after a few days. I *really* wish I could
remember the name of it, at least. Something in the back of my mind says
SABRE, but that might be a flight of fancy. The only other information I
have is that it came from somewhere in .edu but that's probably not very
helpful.
