Who knows, mad people are everywhere! ;) I can't tell you this, I can only guess they are using another GOST, or the person responsible for this kind of things speaks German, or French, or... I also have no idea why some road signs near Moscow have "Moskwa" below the Russian text. *That* is really weird.
