Yes, it could. GOST 16876-71 is far less popular than GOST 10708-81. Once again, use GOST 10708-81 when possible. I heard of no problems associated with it.

(the diacritics are eaten by the mailing program) There are six changes, not four. The solution is the most appropriate one in your case.
