conculture list?

Could we have a general conculture list, intended for artlangers
rather than RPG people? That would take in what-if issues relevant to
artlangers, but exclude what-if issues relevant only to those with an
interest only in history.

ps If this issue has been discussed in threads beginning within the
last fortnight, I apologize for not having read those messages yet.
(For once the backlog is due to excessive traffic not on Conlang but
on Indoeuropean. My thanks to my conlang confreres for their
recent comparative taciturnity.)
