Not sure. I saw it first in the 14th ed. Encyc. Brit. that I have.

It can be used either way, do = C or do = tonic.

There actually are solfegge names for the accidentals: do, di, re, ri,
mi, fa, fi, so, si, la, li, ti, do. This conflicts with the use of
"si" for the 7th diatonic note, of course.
