Is that the Garbled English one? Throughout ST there have been bits
and pieces of Vulcan - some of it seems to be 'thought out' words
(like plomik and pon-far and fan tor khali-fal (if I recall right))
some seems no more than garbled English. There was a Starfleet Academy
training manual which was a (very short) introduction to Vulcan.
Unfortunately, parts of it seem to be hijacked almost word for word
from a Japanese-English dictionary. It does have a word list, though,
that might be of use. The Vulcan 'syllabary' is useless, as it's
nothing more than Terran mathematical symbols used as syllable
symbols. I'll dig it up if you like.
