The open front rounded vowel? I never ever used it in a conlang of mine, so I
never came up with this difficulty. But why not a_O (i.e. more rounded a)? It's
not completely accurate, but with a sentence of explanation it should do. Or we
could simply switch & and {, since AFAIK small caps oe-ligature is much less
used than ae-ligature.
