Larry Trask (I almost wrote Trasque) confirms that Basque /s/ and /z/ are
both alveolar, so it is correct to write them with the INVERTED BRIDGE
and the SQUARE BELOW (which is really a superposition of BRIDGE and
INVERTED BRIDGE, typographically speaking) respectively.
