Well, I'd say yes, it's a hoax, but written in the XVth century :)) .

Basically, the manuscript does date back from when people pretend it does.
There is even a theory that its author would be no less than Bacon!

As for whether it's gibberish or not, I don't think it's the point (but I do
think that it's more than gibberish, probably an unknown conlang), the point is
that it's a damn beautiful piece of art! :))
