I think you forgot to read this bit of Tommie L. Powell's post:

Life gets on much better if you read it as implied. Also if you read
'Everyone who speaks English (does blah)' as 'I (do blah) and speak
English (and perhaps most people I've spoken to do too)'.

('Hurry down' I've only heard literally, but 'slow up' I've heard and
used, sometimes as a synonym for 'wait up', sometimes to mean interruption
(of a process etc, not speech).)
