Because an XML-conformant user agent will ignore anything in comment
markers and the scripting engine will never see it. In non-X HTML, user
agents would just pass anything in a SCRIPT element to the scripting
engine (which would ignore HTML comments), but XML doesn't allow for
this special case AIUI.
