I'd recommend http://www.high-logic.com/fcp.html --"Font Creator Program" (for PC only, no Mac so far) unfortunately costs $50 (there are clever ways around this, but we won't mention that, will we...?); there is a 30-day trial which _does_ expire, after which you can't access or modify your work-file; though if installed you can still use it.
