Probably because quills are usuallu scrapped
(probably burned) and replaced several times
during the copying of any single book, and
certainly a new quill is cut when starting
on a new book.

AFMOConculture only illitterate Sohloshn
(although that's the majority) would
consider writing magic.  Temple scribes
and scribes working with poetry might
have ideas about writing being sacred,
whereas merchants would simply be of
the opinion that the illiterate be
better kept in their delusions, lest
they learn to read.
