For WAV->MP3, I use CDex for Windows 95/98/NT4SP3. It is free and easy to use,
and you can set it to use different qualities of sound. You can find it at
http://www.surf.to/cdex.
CDex can not only convert WAV to MP3, but also from CD audio to either. It
includes two convertors for WAV to MP3, BladeEnc and its own convertor, MP3Enc.
