My memory of gerunds & gerundives (in -nd-) in Latin is
pretty hazy, but I think if one supplies a missing 'est'
then on the pattern of "Carthago delenda est" "Carthage is
to be destroyed", it means
"A sleeping dragon is never to be tickled"
Anyway the gist of it is "Don't tickle (or sensually arouse...
hmmm) a sleeping dragon"
