Have you had a look at sourceforge.net? AOLPress (at least in the version I
had about 5 years ago) had near zero options for layout and such.
Personally, I use GoLive 5, more popular though is Dreamweaver. But these
two cost a whole bunch of money. That I got a licensed copy of GoLive 5 was
actually coincidence. If you're on Linux, there are still Quanta+ which is
still not WYSIWYG-capable, but has tools e.g. for generating CSS code or
setting up tables.
