Mozilla's composer is handy, although somwhat rudimentary. I
personally code HTML by hand, but not everybody wants to go out and
learn how when they just need to get it done.
Quanta plus is probably the best choice with linux. Microsoft office
comes with a program called "Microsoft script editor," but it's not
exactly a WYSIWYG tool. A nice tool is
html-kit(http://www.chami.com/html-kit/) which was free last time I
used it. However, it may have evolved into a commercial product, as a
lot of freeware apps do these days.
