In addition to Peter Clark's good advice and other suggestions, you might
take a look at my Kash alphabet (sort of Thai inspired) at

and the tentative version of Gwr (a monosyllabic, tonal language) at
http://cinduworld.tripod.com/gwr_script.htm
I used High-Logic.com's Font Creator Program for these. There is a 30-day
trial version; the real thing costs $50.00 now, still not too expensive. (A
scanner is a big help, or some other way to create bitmaps.)
Barry Garcia recently posted a very beautiful script for his Kuraw, somewhat
inspired by S Indian/SE Asian scripts--
