Why not? Some Celts take IE *kwetwer and end up with pedwar. Tallarian
would make both into an H-like sound: [kw] -> [h1]; [xw] -> [h1] where
h1 is kind of like /h/ in English and h2 is rougher and more back of
the throat. But not [x] or anything similar, as those sounds don't
exist in T. [gw] becomes [h2].
