何? Isnt that what UTF-8 *is*?  0-127 are ASCII text, with the 128-255
encoding Unicode characters?  On a lesser level, there's UTF-7, which
apparently does similar by escaping what are apparently hex values with
"=" signs preposed, so that Unicode can be expressed in 7-bit
transmissions.

It's the '8' in UTF-8...  I'd look up others but my best sources for
character encodings seem to be down lately.  Note that using an obscure
encoding, even if it conveniently includes everything you need, may limit
your audience, as not all mailers will implement obscure encodings, and
those that dont will just display the equivalent values in, say, Latin-1,
which can be even more misleading than unparsed UTF-8 (which always at
least has the dignity to look wrong).
