Paint Shop Pro is the one you want (for Win32), it nearly kicks enough donkey
just as a format converter to justify the registration fee, without taking into
account the rest of the fairly meaty functionality.  http://www.jasc.com/ is
where to find it.  For Linux, I'd suggest the gimp, with minor reservations
about offending certain other people on the list by daring to mention gtk :-)
