I think it's from the *following* consonant. "could" and "good" are the
same for me, but "put" and "book" are slightly different, with "put"
being more rounded. I think that the velar consonant derounds it.
Let's see ... more examples.
foot - more rounded
look - less rounded
took - less rounded
hook - less rounded
good - more rounded
Yeah, looks like it's the coda that influences it.
