As I said, (written) s before vowel is always voiced. Only in imported loanwords where it's written, it can be pronounced voiceless, however...

Pronouncing "c" as /ts/ rather than /s/ is very common indeed. Come to think of it, I can't remember a single instance where someone actually pronounced it /s/ and not /ts/... -- Pascal A.
