As I recall it, the punchline of <Strata> was that our universe is
artificial. (Unless the people in the story are the culture that built
our universe, in which case the punchline is that *their* home universe
is artificial.)
I don't remember anything particularly flat about it.
<disclaimer> I did read it nigh on twenty years ago.
