Well, at the risk of self-promotion, you can try the tools at
http://www.fantasist.net/conlang.shtml There are several things there
that might fit the bill. I think specifically,
http://www.fantasist.net/wordmaker2.shtml might be what you're looking
for. It's really just a webification of Langmaker
(http://www.langmaker.com), but it will run on pretty much any web
browser.
