It can be.
The basic definition of a clitic is that it is bound, that is, it can
not be used alone. For instance, you cannot say in English, "there's
a", you have to say "there's one" or "there's a [noun]".
The difference between this and a affix is that it CAN be separated.
You can say "a tree", "a big tree", "a big, old, rotting tree". If it
were an affix, it would be "a-tree", "big a-tree", "big, old, rotting
a-tree".
So, "el/la/los/las" is a clitic because one cannot say "e'sta es la",
but rather "e'ste es la chica", but one can seperate them by saying "la
buena chica" (rather than *buena la chica)
